OK lets put this another way - why is it we cannot have clustering of RvR only? Effectively GOA are only considering clustering of RVR. The ability then for prydwen characters to access excal pve zones and vice versa is actually an inevitable part of a rvr only clustering. RVR cluster meaning share...
