Update to phpBB 3.3

My webhost updated their software again. This (again) breaks compatibility with the previous version.

I think I have everything working again except for passwords.

PhpBB 3.3 supports lots of password format but legacy (vbulletin) passwords may not work anymore. I have no way to test it.

If you logged in at least once since the switch to pbpBB, then it should update correctly.

Lost password should still work, assuming the forum isn't being marked as a spam source.
