Main forum + private forum set up

The main and private forum have been set up. To see the private forum requires that you go to usercp -> group membership and apply to join.
I have set scharr as the usergroup leader for the private forums. He needs to confirm anyone who wants to see the private forums. If you need additional mods, PM me.
